log into your admin control panel (hopefully someone has the password, lol)

top left is vBulletin Options, user registration options:

set Verify Email address in Registration to yes.

on the left find UserGroups, click UserGroup Manager, find "unregistered, not logged in" and scroll down to Can Post Threads and set that to NO!!!
